The study ‘The reuse targets in the PPWR (Packaging and Packaging Waste Regulation) and possible exemptions from the reuse obligations’ offers a practical assessment with regard to the reuse targets of the EU-PPWR for transport packaging and sales packaging with a transport function, as well as the concerned applications and sectors. On this basis, established reuse systems and their success factors are analysed, as well as challenges relating to economic constraints, food safety, hygiene and environmental aspects are identified by means of expert interviews in order to identify specific reasons for possible exemptions from the reuse targets. The survey focuses on five packaging formats: buckets/pails, drums, canisters, intermediate bulk containers (IBCs) and flexible intermediate bulk containers (FIBCs).

 

The results of the study show, that the reuse targets are considered to be unrealistic for the packaging formats examined. The lack of economic viability and standards, as well as concerns regarding hygiene and food safety are seen as key reasons for possible exemptions in future delegated acts.
