The study “End-of-Life Vehicles Regulation (ELVR) – Fulfilment of recycled content target in EU-27+3” examines the status quo regarding the utilisation of plastics recyclates in the automotive sector in EU-27+3. The demand and the availability of high-quality post-consumer recyclates by 2032 and 2042 is estimated in two scenarios. The demand is determined based on the recycled content requirements according to the latest ELVR drafts of the EU Institutions (Commission, Parliament and the trilogue agreement of December 12, 2025), as well as additional market-driven demand. The result indicates supply gaps in both scenarios. The report derives conclusions and recommendation proposals.
