Associations call for correction of the PPWR
Leading German trade associations are calling for the reusable quotas for industrial packaging to be removed from the law.
In a letter to EU Commission President Ursula von der Leyen (CDU ), a total of 20 associations, including the GKV Gesamtverband Kunststoffverarbeitende Industrie, the IK Industrievereinigung Kunststoffverpackungen and the IPV Industrieverband Papier- und Folienverpackung, express their concern about the drastically increased reusable quotas for industrial and commercial packaging. According to the associations, these quotas could jeopardize supply chains in Europe. They are therefore calling for Article 29 (1-3) of the PPWR to be deleted and for the presumably unintended increase in reusable quotas to up to 100% to be corrected. According to the regulation, pallet wrapping and strapping, for example, would have to be fully reused for the "same purpose" from 2030 if they are used between companies within a member state or between company locations in the EU, the associations cite Article 29 (2) and (3) of the PPWR. The EU Commission's announcement that it will examine exceptions to the 100% reusable quota for pallet wrapping and strapping is not enough for the associations. According to the associations, the error in the legislative process must be corrected in the regulatory text itself in order to restore the necessary legal and planning certainty. Instead, the Commission should present a new proposal on the basis of a scientific analysis and impact assessment, in which special quotas for trade between companies in an EU member state are waived.
