Template for standardised declaration of conformity in progress

The stakeholder alliance Forum Rezyklat wants to support affected companies in the packaging value chain with a joint template.
 

One of the obligations imposed on manufacturers and distributors of packaging by the European Packaging and Packaging Waste Regulation (PPWR) is the so-called declaration of conformity, which will come into force in August 2026. This requires companies to provide comprehensive evidence that their packaging complies with the requirements of the EU Packaging Regulation. With regard to this EU requirement from the PPWR, the Forum Rezyklat has announced that it has addressed the need for a uniform declaration of conformity. A common format could help companies to systematically record the necessary information and to document and prove the conformity of their packaging in a uniform manner. This should ensure consistency in data and information, prevent misunderstandings and achieve efficient data transfer. ‘The declaration of conformity is a central component of the PPWR, and we want to ensure that all stakeholders have the necessary information and tools to meet the new requirements,’ explains Lilith Lauk, Senior Sustainability Engineer at Henkel and head of this activity at Forum Rezyklat. ‘A standardised template will help stakeholders maintain an overview and facilitate implementation,’ Lauk continues.
 
Experts would be currently working on a joint template for the stakeholders involved in the packaging value chain. It is said to take into account all the information required by the PPWR, which is contained in Articles 5 to 12, and make it understandable. According to Forum Rezyklat, the template can only be used if the technical documentation in accordance with the PPWR (see Annex VII, Module A, point 2) is complete.
 
According to Forum Rezyklat, the template is scheduled to be published later this year. The document is to be made available to all market participants as a free download on the forum's website.
