TecPart welcomes changes to the End-of-Life Vehicles Directive

The Association of Technical Plastic Products (TecPart) particularly welcomes the lower recyclate quotas for plastics.
‘The latest adjustments are an important step towards being able to return all plastic waste streams to vehicles,’ comments Michael Weigelt, Managing Director of TecPart - Verband Technische Kunststoff-Produkte e.V., on the draft that the rapporteurs of the European Parliament recently published with amendments to the European Commission's proposal for the EU End-of-Life Vehicles Directive. TecPart sees the draft report as ‘a step towards ambitious, realistically implementable and sustainable vehicle recycling that uses recycled plastics’.
TecPart welcomes a number of the changes, including the adjustment of the recycled content rate for plastics from 25 to 20 per cent and the expansion of the chargeable waste to include post-industrial recyclates (PIR) and bioplastics. TecPart views the reduction in the quota for recycled material for ‘closed loop’ material, i.e. for recycled plastic that is to come from the recycling of end-of-life vehicles, from 25 to 15 per cent, as a step forward, as is the amended definition of ‘plastic’ as thermoplastic and polyurethane foam. It is also very important to the association that the calculation method for the recycling rates should be available earlier, namely after 24 months instead of 36 months after the regulation comes into force. According to the association, thereby both the plastics processing supply industry and the automotive industry would receive a reliable calculation basis for determining the required use of recyclates earlier.
