The EUNR platform will continuously publish interpretations and explanations on the key topics of the EU Packaging Regulation (PPWR).

The “European National Registers for Packaging” (EUNR) network, initiated by and led by the German foundation Zentrale Stelle Verpackungsregister (ZSVR), was launched on 12 March. This voluntary association of representatives from 16 EU Member States brings together national authorities and organisations for the implementation of Extended Producer Responsibility (EPR) under the new EU Packaging and Packaging Waste Regulation (PPWR). The President of the EUNR is Gunda Rachut, who is also chair of the ZSVR Foundation. The EUNR aims to simplify cross-border registration and compliance with packaging rules and to promote a common understanding of the PPWR, the organisation states on its website www.eunr.org. The members intend to work together to develop coordinated approaches to the uniform interpretation of EPR and the practical application of the PPWR, the website adds. In doing so, the network aims to help increase transparency, strengthen enforcement and market surveillance, and establish a level playing field for all obligated companies in Europe. The EUNR website has been online since 16 March 2026.
