The public consultation on the proposed European Circular Economy Act will run until 6 November 2025.

The Circular Economy Act is intended to contribute to the goals set out in the ‘Competitiveness Compass’ and the ‘Deal for a Clean Industry’ to make the EU a global leader in the circular economy by 2030 and to double the share of the circular economy in the EU. The consultation is aimed at experts from the relevant sectors and the ‘interested public,’ according to a statement from the European Commission. The feedback is to help the Commission to better understand bottlenecks and opportunities in promoting the circular economy in Europe. The Circular Economy Act is intended to accelerate the transition and promote the EU's economic security, resilience, competitiveness and decarbonisation. The Act, which is due to be adopted at the end of 2026, aims to create a single market for secondary raw materials and increase the supply of high-quality recycled materials. The Act also aims to boost demand for recycled materials in the EU. The Commission is thus following the recommendations of the reports by former Italian Prime Minister Enrico Letta and former European Central Bank President Mario Draghi on the future of the internal market, and also takes up the demands and recommendations of the so-called Antwerp Declaration by 73 industry leaders from 17 sectors, the European Council and the European Parliament.
